Why did it take the Chinese to start investing in the Indian Railways?

Was interested to read this story today about the forthcoming visit of Chinese Premier, Xi Jinping to India. It has been over 60 years since the Brits left India and during all that time, they have not invested in the railways the Brits left behind. How strange it is that it took a brutal dictatorship government like China to invest in improving the railways, a transport system that benefits millions of Indians and tourists.

‘Mr. Liu said China was looking at possible participation in upgrading India’s existing railway network, building railway stations and establishing a railway academy for training personnel.’
